Torchlight is giving my Diablo fix...
Found this post from a staff member while checking out their forums over the weekend.
Respec Mod

Respec potion mod, allows you to buy respec potions from the general inventory vendor (the one with identify scrolls)
README:
The respec mod causes the general inventory vendor (hp/mp potions, identify/town portal scrolls) to offer the respec potion.
To install:
Unzip the structure into your %appdata%\Runic Games\Torchlight\mods\ folder.
You can find this by following the C:\Program Files\Runic Games\Torchlight\Application Data link.
It should look like C:\Users\YourName\AppData\Roaming\runic games\torchlight\mods\RespecMod if you are running Vista.
NOTE: If your vendor isn't selling the potion for an old character, you may have to get his current store to restock his wares. Vendors will restock if you spend about a half minute in town, leave, and return.

Let me add a couple of things. I used the 2nd link to get the mod. For some reason the 1st link kept giving me a bad file.
Also this mod sets the price at 15k at the vendor, but you can change the price easily if you make a small edit to a file. If you want to change the price I'd suggest making the change before you load the game for the 1st time after installing the mod. It gets a little more complicated to make changes to the .dat file afterwards.
The file you change is the respecpotion.dat file located most likely at C:Documents and Settings\user\Application data\runic games\torchlight\mods\RespecMod\media\units\items\potions - at least for XP that is the file path.
Once there open the file with notepad. Value:25000 sets the price to 15k. I wanted the price to be 300gold, so I changed it to read Value:500. You can change it to be whatever you want, just remember that whatever you set the Value to be the price in-game will be 60% of that. Save file and you're good to go.
